The staff-file frame, offered with humility because the real thing is hard beyond any software analogy: throughput is min(all stages), the end-to-end owner is either explicit or absent, and “allocated” is not “administered” — every pipeline lies at the handoffs (#189’s funnel doctrine, now with cold-chain logistics). The mRNA miracle (#192) was stage one. Stage two is scheduling software and folding chairs, and civilization is discovering which stage was actually novel.
